Municipal solid waste also includes waste, generated in the course of activities of legal entities, individual entrepreneurs and similar in composition to waste generated in residential premises in the process of consumption by individuals.That is, if sawn trees, logs, car tires are piled near the container site, it is unlikely that all this was formed in residential premises in order to meet personal and domestic needs. If someone discovers a dumped car of construction waste behind the garages, or if industrial waste lies in a ravine, this is also not MSW.

And the tariff of the regional operator takes into account only MSW, in order to remove, process and place other types of waste, we have no funds. If we start to do this, it will be inappropriate spending. Therefore, issues with waste not related to MSW must be resolved in cooperation with local authorities, regulatory and supervisory authorities, and not all this should be left to the regional operator.

In addition, the regional MSW operator began its activities on January 1, 2019. Therefore, it is strange to make claims to him, for example, on unauthorized dumps that have been accumulating for years, if not decades.

What is now missing for absolute cleanliness around? Balance of responsibility for all participants in the process. The regional operator, having started the formation of a new industry, received great rights, but also assumed great responsibilities. We are ready to work in such conditions, but it would be nice if the population, in addition to their rights, was aware of their responsibility. And now there are cases when residents do not bring packages to the container or place non-MSW waste in containers or even spoil the containers.A sufficiently large number of residents do not yet pay for the municipal service for the treatment of MSW, and in fact the industry should be built on this money too. We want the residents to become co-authors, co-workers in the creation of a new branch of municipal solid waste management. Do not hesitate to contact the territorial departments of the regional operator, the local authorities with questions. After all, we have one goal – to make our region cleaner.

DOUBLE MORALOn the one hand, one can be happy for the regional operator, whose number of complaints has decreased by 85% since the start of the waste reform. On the other hand, let's not disregard the fact that: in the spring there were community work days, during which volunteers and residents themselves partially cleared the landfills; many pain points were eliminated by regenerative operators only after the intervention of supervisory authorities; with the onset of summer, many active complainers went on vacation; some of the complainants lost faith in the fact that complaints about uncollected garbage could be of any use.

As a result, the removal of MSW has become a public service, automatically falling under the Housing Code. Which, in turn, states that any public service provider is responsible for having signed up to provide a public service to the population.

Residents of Nizhny Novgorod are perplexed by the selectivity of the regional operators.

It is really remarkable that all regional operators have been complaining about a difficult fate for more than six months now, but no one leaves the market.

Professionals, in any situation, offer solutions to the problems that have arisen – themselves, without expecting that the authorities or business partners will do it for them.And there is a kind of double morality: calling on the inhabitants of the Nizhny Novgorod region to responsibility and consciousness, the garbage business, in turn, does not demonstrate a change in its own consciousness, a readiness to be fully responsible for the territory, for the maintenance of which it fought so zealously.

WE PAY AND PAY

But today the most powerful resource is on the side of regoperators.

Area – expensive or economical?

The question arises why this miracle of technology is so actively promoted in the information space, if the needs of the grassroots level have not yet been resolved – ordinary new containers are not everywhere, the simplest container platforms are not equipped everywhere. So far, the information space has only said that smart sites are a voluntary matter for an apartment building, requiring a vote. And this, of course, is fair. Why didn't they come to the launch of the garbage reform in the Nizhny Novgorod region? After all, before launching the model with existing things yet, it was calculated – it was calculated, the prolonity was summed up. In the meantime, at the federal level, the idea was born to introduce a new way of calculating the cost of garbage export for residents: in the number of tanks that will be installed on the container platform. This was told by the executive director of the Russian ecological operator Alexey Makrushin. The government is working as a mechanism as calculated on fact . The system will largely resemble the calculation on the standards. The number of containers will be considered based on regulatory values. But what is curious: as it were, this situation was not solved, it turns out that

And there are already precedents in the country, when the HOA, using this resolution, reduce the costs of the article Export of TKO by a third! Just imagine how much money per month is released on the repair of pipes in the basement and other necessary home work. For this, the HOA requires to organize a separate TCO collection (come up with a waste collection point, a grid for collecting plastic, a container for large garbage) and conclude contracts for garbage collection by fractions. It is necessary to send a request to the city administration about the separate collection of TKO in the house, indicate the number of containers, the volume by applying copies of contracts for the disposal of plastic and waste paper. Unfortunately, even when approving projects within the framework of the Formation of a Comfortable Urban Environment program, these elementary necessary things – bins and container yards – are not always taken into account.

The procrastination of municipalities in this matter, taking into account just the vector to increase tourist attractiveness, is not at all understandable.

It is necessary once and for all to calculate how much garbage the city produces, in what places it accumulates, to provide for the installation of container sites there and to draw a division between their own areas of responsibility and those of DUKs, HOA, owners of buildings in which organizations are located. And, perhaps, the administrations are delaying the decision, because they want to save their own budget?

It gets ridiculous. In Kstovo, there are periodic litigations between house management companies and the city administration. There are neighborhoods here, where there is a lot of private sector, which is separated from high-rise buildings by a road. In the private sector, for example, in the area of ​​Kosmonavtov and Nizhegorodskaya streets, there is still not a single container site – and therefore, on the site of an MKD, which, in fact, only needs a couple of containers, there are as many as six of them. In spring and autumn, they are covered with saw cuts, branches, crop residues. The cost of removing this garbage takes the balance of the high-rise building into the negative.“In addition, in Kstovo, almost all container sites are on municipal land, because the adjacent territories are very small. There was a case this year when the State Housing Inspectorate came, saw garbage that had not been removed and, out of habit, fined us,” says the director of one of the local house management companies.- We went to court and proved that we are not responsible for this point. It's good that they proved it, but where is the clarity on the division of territories, where is the scheme that the city administrations and regulatory organizations that issue fines will have? The Regoperator takes a fee from the waste generators. And their understandable number. By and large, the city now has a great opportunity to paint a scheme with containers for city-wide garbage, and the regoperator will have no choice but to take it out. If he says that he doesn’t have it in the tariff, there is not enough transport, you can find someone who will agree to do it for the same money.”

Many housing residents complain that they are regularly threatened with a decree, according to which they are assigned the responsibility to clean sites that are actually located on municipal territories.
